The Impact and Accessibility of COBRA

The 1999 Annual Employer Health Benefits Survey” examines how many American workers utilize COBRA.  In 1999, about 57 percent of workers, and their adult dependents, could have been eligible for COBRA, had they become unemployed in that year. (But only 20 percent of eligible workers choose COBRA.)  In total, about 4.7 million people took advantage of COBRA, or around 7% of the unemployed. On average, each eligible firm supported 4.8 COBRA beneficiaries.
