The Impact of Taxes on Migration in New England”  finds that taxation has very limited impact population movement (in fact, he finds that more than half of Americans never live anywhere other than the state where they were born).

He also reviews the existing literature on taxes and migration, all of which corroborates his findings. “The main reasons for moving to a different state are employment, family-related matters, and education. Taxes account for little of the migration from New England.”
