Gauging Control Technology and Regulatory Impacts in Occupational Safety and Health: An Appraisal of OSHA's Analytic Approach includes multiple instances where OSHA regulations —including cotton dust and vinyl chloride standards — were far, far cheaper than their opponents predicted. (This is one of the last tasks the OTA completed before the Gingrich congress eliminated the agency.)
